Crisis Communication in Action: Vector Control’s Eaton Fire Communications Strategy

Abstract:

Beginning on January 6, 2025, the Eaton Fire burned for an entire month, devastating foothill communities across the San Gabriel Valley and destroying thousands of homes in its path. The San Gabriel Valley Mosquito and Vector Control District (SGV Mosquito) quickly recognized an imminent public health risk on the horizon: thousands of stagnant, fire-damaged swimming pools capable of producing millions of mosquitoes under the right weather conditions. 

Recognizing that effective communication was as critical as field operations, SGV Mosquito implemented a rapid and coordinated communications strategy as a core component of its response. The District launched a dedicated Eaton Fire mosquito control response webpage that served as a hub for both the public and internal teams—providing real-time updates, facilitating service requests, and guiding staff through a rapidly evolving protocol. Messaging from this platform informed all outreach channels, including social media, printed materials, and talking points.

In addition to digital communications, the District prioritized direct outreach at the Disaster Recovery Center (DRC) in Altadena, ensuring survivors received accessible information and assistance. The communications team also managed more than 29 media requests across local and national outlets, in multiple languages, amplifying key messages about mosquito prevention and public health protection.

This case demonstrates that communications is not a secondary function but a critical pillar of vector control operations. By integrating strategic communications from the outset, SGV Mosquito strengthened public trust, enhanced coordination, and helped prevent a potential mosquito-borne disease outbreak in a community already facing disaster recovery.
